Speed Events: Helmets are REQUIRED for all 12 & Under contestants riding speed events.


Recreational Vehicle Info – Allowed, Not Allowed, Registration

Razors (RZR) are not allowed on the fairgrounds property.  Other types of side by sides are still allowed, as are golf carts and other recreational vehicles as stated in the rule book.  All recreational vehicle operators must be licensed drivers. 

Reminder:  All recreational vehicles must be registered with the show office.

SHOW RULES – Changes

  • 9. Animal Welfare and Arena Conduct
    • Disqualification:  The TSCA Executive Board and designees have the authority to disqualify any saddle club member or person acting on behalf of the member for the following:
  • POLICY Changes
  • Revised from 2023
    • 7.0 Participant Waiver: All TSCA State Show participants will agree by attending and participating in the State Show, they acknowledge the inherent dangers of equine activities and in accordance with TN Code 44-20-101 to 104, by attending/participating in this event, the TSCA, James E Ward Agricultural Center and all related staff, officers, and affiliates will not be responsible for any accident, injuries, or theft to any spectator, exhibitor, horse, or pony.
  • NEW SECTION:
  • 8.0 Discipline:  TSCA Executive Board and designees, in coordination with security and local law enforcement, if necessary, shall have the authority to adjudicate and enforce disciplinary proceedings against any member suspected of engaging in behavior that violates TSCA rules and bylaws, Wilson County Fairground (JE Ward Ag Center) rules, or the laws of Wilson County and the State of Tennessee.
    • Disciplinary actions can be any of the following:
      • Verbal or written warning or reprimand.
      • Removal from the activity (event or other)
      • Removal from the show or remainder of show.
      • Temporary or permanent suspension or termination from participation as a member of TSCA and all affiliates (TSCA member clubs).
      • Financial responsibility for property damage to any part of the show grounds will passed onto the individual(s) and/or the Club they are representing.
      • Reporting to the authorities or legal action
    • Disciplinary actions involving temporary or permanent suspension will be decided by a team that consists of a quorum of officers and the members of the board. The offender will have the opportunity to speak to the discipline team and state their case prior to determining a final decision.
  • SHOW GROUNDS:
    • Conduct:  All contestants, club members, and guests (spectators, non-members, vendors, event workers) attending the TSCA State Show are expected to follow the most current rules of the James E. Ward Agricultural Center, found in Appendix A of this document. In addition, the following rules apply:
      • No abusive language, harassment of any kind, bullying, or violence towards anyone.
      • No possession or use of alcohol, drugs (including marijuana products, THC/CBD Gummies, etc.), weapons, or other prohibited items.
      • No discourtesy or rudeness to anyone.
      • No conduct that endangers the well-being of others or oneself.
      • Follow the policies and procedures of the TSCA.
      • Cooperate with the staff, volunteers, and other participants.
      • Support the youth in their learning and development of good sportsmanship.
      • Rules Enforcement:  Anyone refusing to follow the rules of TSCA will be subject to disciplinary actions as stated in the TSCA Policy.

2023 Rulebook Changes
  • TSCA is changing from onsite EMTs to using local 911 emergency services.
  • Participant Waiver Required: All TSCA State Show participants will sign a waiver acknowledging the inherent dangers of equine activities and holding TSCA, it’s officers and members, and affiliated clubs harmless for any injury or damages that occur while participating in or on the grounds of the TSCA State Show.
2022 Rulebook Changes
  • TSCA Policy:  Trophies and Awards – Errors made by any club during the awarding of trophies and buckles will result in a fine of $100, unless the error originated with the announcer or record keeper.  The show staff will supply an official list of placings to the working club.
  • Club membership dues have changed to $150 per year.
2021 Rulebook change reminders*:
  • Pony height and protests – measurements must be made immediately at the time of the request.  Refusal of immediate measurement will result in disqualification.  Clubs entering ponies >52 inches for any pony event will be fined $500 and suspended for the following year.  If it is necessary to substitute a pony for any event the owner must show proof of current negative coggins, have the height verified by a show official and a sticker must be place on the coggins for verification.
  • Fees:  A club requesting a contestant change (includes substitution of a person, horse, etc.) at the show or after the deadline will be charged $10 (ten dollars) cash at the time of the change.  There is no charge or refund for a scratch.
  • Tack Changes:  Requests for tack changes are made to the show secretary.  There will be a maximum of 7 (seven) minutes allowed for any requested tack change.  If 7 (seven) minutes have not passed, the time will expire when the requestor enters the arena.
